I have checked having infotype 171 with the corrct dates.

This error message is not linked to the program grouping data (IT0171) but the employee and/or dependent,Beneficiary eligibility.
One of the reason this error occured in the past was when student or smoker indicator is used on IT0021 to base eligibility on for country other than US (the eligbility will not work in this case as these fields are only checked for molga 10, for other molga an implementation of badi PBEN0034 will be necessary for this to work).
In this is not your scenario, then check the configuration of your eligibility variant/rule and grouping. To do so you can run a consistency check in IMG path:
Personnel management-->Benefit-->toolset-->configuration consitency check.
