*_My question belong to HR module. How can I restrict hiring user to avoid add employee who already exist in master data and whos age not less than 18 years.
Once we run hiring action than user reach to enter employee personal data the perner number has been generated. Now when he/she enter date of birth and SAP identify the invalid age of employee. The assigined perner number will be lost.
If SAP found invalid age at the time of action than SAP will not generate perner number. Is it possible?
How can SAP identify that employee already exist? We have employee National Identity Card number.
Hope you understand my point.

*_National Identity number can be stored in IT0185 regarding the age you can go for custom development.
You can do one thing when you creating Actions you have to write user exit/Screen exit and ask user to enter DOB & ID number of an employee and do the validations and proceed.
