Director-General of Police Neelmani said a constable, identified as Pramod Pandey, created a flutter in a booth in Gopalganj town while he was allegedly in an inebriated state and was detained for causing inconvenience to voters. In Bettiah Assembly constituency, where state BJP minister Renu Devi is in the fray, voters did not turn up at booth nos. 119 and 120 as they have decided to boycott the polls due to “the state’s apathy towards their problems”. Long queues were seen before polling booths. Leader of the Opposition and former chief minister Rabri Devi is contesting from Raghopur in Vaishali district and Sonepur in Saran district. Defects in EVMs were, initially, reported from a few polling centres and Balmikingar, Bagha, Bettiah, Siwan, Vaishali and Gopalganj constituencies, but they were attended to and replaced in some cases. There are 785 candidates, including 65 women, in fray. Borders with Nepal and Uttar Pradesh have been sealed as the Bihar police and DIG and Commissioner of Saran division along with special task force commandos kept a vigil from air, Director General of Police Neelmani said. “If we had information that could have helped to prevent the attacks and pinpoint specific aspects of the attack, we would have certainly shared that too,” Deputy National Security Advisor for Strategic Communication Ben Rhodes told reporters. “The fact of the matter is that the information that we had before 26/11 was not of that nature. It was just a far more general and less specific. However, after we picked up Headley, we did know a lot about 26/11,” he said. His remarks came after Home Secretary G K Pillai said in New Delhi that India was “disappointed” that specific inputs on Headley were not provided by the US, which could have helped it arrest him on his second visit before 26/11. At a special White House briefing of the Indian reporters on Obama’s maiden India trip from 6th to 9th November, Rodes also said the US has launched a review of its agencies’ handling of inputs provided by two of the three wives of Headley about his involvement in the 26/11 strikes. “The Director of National Intelligence (Admiral (Retd) James Clapper) has ordered a full review of everything that we knew related to the Headley case,” he said. “Some of this is vast amount of information within the US intelligence system and the nature of the kind of information that we received in this instance from Headley’s ex-wives, which was of a more general nature.” “But we want to find exactly, given the importance of this case… whenever we have that information, whenever the review is completed, we will certainly share that with Indians as well in the spirit of the co-operation and partnership that we have,” Rhodes said in response to a question. Rhodes also said that with regard to the inputs that has come to light recently, the clear understanding of the Obama Administration is that it shared information that the government had from Headley before 26/11. “Not only we shared that information, it is signal of strength of our counter-terrorism co-operation, we actually provided access to Headley for the Indian security services so that they were able to ask him questions directly, which continue to flesh out and understanding what took place on 26/11,” he said. “From our standpoint there has always been sharing of information. We share information with India as a partner. Whenever we have something, we think is directly relevant to their security we certainly did so in the sense. Official sources said the department is conducting raids at about 40 locations across the country, including in the national capital. Sources said the I-T teams are raiding premises of various firms associated with the Games in Bangalore, Mumbai, Jharkhand and National Capital Region (NCR). They said the I-T probe will specifically look into the contracts awarded by the Games Organising Committee (OC) and the role of its officials and contractors including charges of bribing. The I-T department officials are seizing documents related to all the tenders and contracts that were granted to various consortiums for the Games to detect possible evasion of taxes through over-invoicing and fudging of accounts. The department had on 19th October carried out similar searches on four major consortiums, including those related to BJP member Sudhanshu Mittal, which had bagged contracts worth Rs 700 crore. Dubbing Kumar as an “opportunist”, she charged, “There are complaints of corruption…but no no tangible step has been taken to tackle this.” “Nothing has been done in the fields of electricity, drinking water, health and education during the past five years,” Gandhi told an election rally in Bhagalpur while canvassing support for her party nominees. “The Centre has provided resources and means for these sectors… but unfortunately the state government has failed to properly utilise them for the benefits of common people,” Gandhi said. She said Nitish is not what he appears to be in public and used a Hindi idiom ‘Haathi ke daant khane ke aur or dikhane ke aur’ to drive home the point. Gandhi said the person who has been ruling the state for the past five years has always tried to shift the onus of his failure on the Centre. “But the fact is that the Centre has fully cooperated with the state… but the state government has failed to bring the Central funds to proper use,” she said. Gandhi also accused Nitish Kumar government of its apathy toward the silk industry in Bhagalpur because of which the weavers were facing hardship. “There is no no drinking water available in Bhagalpur and industries are not coming up for paucity of power… the truth has now started coming to fore,” she said. She also wanted to know what the state government had done for recruitment of teachers. She alleged that the state government had miserably failed to reach the benefits of major schemes including MNREGA, Right to Education and other welfare schemes to those intended. Questioning Chief Minister Nitish Kumar’s claim of having a secular agenda, Gandhi said he was “involved in politics of opportunism joining hands with the communal forces.” “Congress alone is the secular party which can develop the state without any discrimination in the society,” she said.
